Introduction

Growing Urban Population
The rapid increase in urban population has created significant pressure on urban infrastructure and service delivery mechanisms. This growth requires substantial investments in urban development and expansion of municipal services.
Shrinking Fiscal Space
Urban Local Bodies are experiencing limitations in their financial resources and fiscal autonomy. This constrains their ability to undertake necessary development projects and maintain existing infrastructure.
Increasing Expenditure of ULBs
The operational and maintenance costs of Urban Local Bodies are rising steadily. This includes expenses for essential services, infrastructure maintenance, and employee salaries, putting additional strain on their financial resources.
Below Normal Civic Service Delivery
Many urban areas are experiencing substandard civic service delivery. This includes inadequate water supply, sanitation, waste management, and other essential municipal services that fall below acceptable standards.
Dismal State of Fire Services
Fire services in urban areas are severely underequipped and understaffed. There is an urgent need for modernization of equipment, training of personnel, and expansion of fire safety infrastructure across urban areas.
